Singular mean field equations on compact Riemann surfaces
For a general class of elliptic PDE's in mean field form on compact Riemann
surfaces with exponential nonlinearity, we address the question of the
existence of solutions with concentrated nonlinear term, which, in view of the
applications, are physically of definite interest. In the model, we also
include the possible presence of singular sources in the form of Dirac masses,
which makes the problem more degenerate and difficult to attack
Bubbling solutions for mean field equations with variable intensities on compact Riemann surfaces
For an asymmetric sinh-Poisson problem arising as a mean field equation of
equilibrium turbulence vortices with variable intensities of interest in
hydrodynamic turbulence, we address the existence of bubbling solutions on
compact Riemann surfaces. By using a Lyapunov-Schmidt reduction, we find
sufficient conditions under which there exist bubbling solutions blowing up at
different points of : positively at points and negatively at
points with and . Several examples in
different situations illustrate our results in the sphere and
flat two-torus including non negative potentials with zero set non

Non-topological condensates for the self-dual Chern-Simons-Higgs model
For the abelian self-dual Chern-Simons-Higgs model we address existence
issues of periodic vortex configurations -- the so-called condensates-- of
non-topological type as , where is the Chern-Simons parameter.
We provide a positive answer to the long-standing problem on the existence of
non-topological condensates with magnetic field concentrated at some of the
vortex points (as a sum of Dirac measures) as , a question which is of

Importancia del “efecto rebote” o paradoja de Jevons en el diseño de la política ambiental
En este artículo de reflexión, se analiza el diseño actual de las políticas ambientales en Colombia, las cuales se han centrado principalmente en el aprovechamiento de los recursos naturales como fuentes de materiales y energía para generar crecimiento económico. En este sentido, es evidente que la preocupación colectiva por el manejo de la oferta ambiental, como base para el desarrollo sostenible establecido en la Constitución, no ha logrado implementarse de forma efectiva, principalmente por el enfoque reactivo y coercitivo de las políticas y normativas vigentes, aunadas a un escaso fomento para la transformación del estilo de vida consumista nacional, situación que ha generado un efecto rebote incrementando los niveles de uso y consumo de los recursos naturales (especialmente de los denominados no renovables) y limitado la eficiencia energética; por ejemplo, esto puede observarse en el sector minero-energético nacional. Considerando que existe una preocupación global por la sostenibilidad, es necesario que el diseño de las políticas ambientales nacionales se aleje del optimismo económico y tecnológico del modelo económico vigente e incorpore, de forma cierta en sus políticas, estrategias que permitan equilibrar las relaciones de oferta y demanda de los servicios ambientales que sustentan el desarrollo nacional, alentando, al tiempo, el consumo responsable de la población colombiana, además de atender las iniciativas comunitarias de regulación e inclusión social en el manejo de los bienes y servicios ambientales para generar procesos de sostenibilidad fuerte
The importance of the rebound effect in designing environmental policy
This reflective article considers the design of environmental policies in Colombia, which has focused on the use of natural resources as pool of materialsand energy to generate economic growth. In this sense, it becomes clear thatcollective concern for environmental supply management as cornerstone for sustainable development established in the political constitution, has failed mainly by the reagent and coercive approach to policies and regulations coupled with little promotion for the transformation of national consumer life style, this has generated a rebound effect increasing use and consumption of natural resources (especially non-renewable) limiting energy efficiency; for example, this can be seen in the national mining and energy sector. Whereas there is a global concern for sustainability, it is necessary that the design of national environmental policies away from the economic and technological optimism of the current economic model and certainly incorporate in their political the strategies that balance the relationships between supply and demand of environmental services that support national development, while encouraging the responsible consumption in the Colombian population, in addition to include the community initiatives on regulation and social inclusion in the management of environmental godos and services to generate strong sustainability processes.En este artículo de reflexión, se analiza el diseño actual de las políticas ambientales en Colombia, las cuales se han centrado principalmente en el aprovechamiento de los recursos naturales como fuentes de materiales y energía para generar crecimiento económico. Evolution of the concepts and paradigms that guide the environmental management; what are their limitations in the glocal context?
In this article was made an analysis of the chronological evolution of different paradigms and concepts related to the environmental management (EM). the review highlights those that have impacts on the guidance of the EM in the country and the concept of associated development, as well as the considered approaches and dimensions for establishing the relations between them. Although the environmental management is one of the public functions shared with the society, the implemented model of EM has been unidirectional and this limited the inter institutional interaction with the communities and the interdisciplinary relations. If this situation have a glocal-logic point of view in different ecosystems and regions, the predominance of the economic growth approach is evident with a low interaction between know-how and knowledge, that circumstance restrict the construction of sustainable management alternatives and generate environmental actions isolated. Key words: management, ecosystems, environment,paradigm.El presente artículo aborda la evolución cronológica de diferentes paradigmas y conceptos relacionados con la gestión ambiental (GA). Para ello, hace énfasis en aquellos que han incidido en la dirección de la GA en el país, e identifica el concepto de desarrollo asociado, así como los planteamientos y dimensiones considerados para establecer las relaciones existentes entre los mismos. Si bien la gestión ambiental es una de las funciones públicas compartidas solidariamente con la sociedad, su implementación ha sido unidireccional, lo que ha promovido modelos homogeneizadores que limitan la interacción con las comunidades y las relaciones interinstitucionales e interdisciplinarios. Si se observa esta situación desde una lógica glocal en diferentes ecosistemas y regiones, es evidente el predominio del enfoque de crecimiento económico con una escasa interacción entre saberes y conocimiento, situación que limita la construcción de alternativas de manejo sostenible y desencadena acciones ambientales desarticuladas
